Tan Sri Datuk Dr Johari is well-known nationally and internationally.

For 33 years, he was an important member of the Malaysian Administrative and Diplomatic Service. During 1991 to 2001, he held such key positions as Secretary General of three Ministries - Education, Domestic Trade, and National Unity and Social Development. During 1981 to 1991, he was the Director of INTAN (National Institute of Public Administration) and Klang Valley Planning in the Prime Minister's Department.

At the international level, Tan Sri Datuk Dr Johari served as delegate, adviser and consultant to UNESCO, UNCRD, APDC, SEAMEO, ASCOE, and COL (Commonwealth of Learning, Vancouver, Canada).
